Legal AI: Intelligent Document Analysis to Automate Compliance

THE COMPANY
OXXO is the largest convenience store chain in Mexico and Latin America, with over 45 years of experience and more than 24,000 locations across Mexico, Colombia, Peru, Chile, and Brazil. As a 100% Mexican company and part of FEMSA’s Proximity and Health Division, OXXO aims to generate both economic and social value in the communities where it operates.
THE CHALLENGE
With over 23,000 active stores and multiple distribution centers (CEDIS), OXXO faced a complex and dynamic process for managing legal authorizations that require continuous monitoring. These documents include alcohol sale licenses, fire department permits, and municipal authorizations.
Validation was previously conducted manually across more than 400,000 documents, spanning 149 different types and multiple format variations.
The diversity and volume of documentation made it difficult to maintain full traceability and an up-to-date view at all times—especially considering that each document could take up to 15 minutes to review, and over 350 users were involved in the process.
Operational capacity allowed for validation of documents from just eight stores per day, limiting the scope of controls and consuming over 115,000 hours per year.
Automating this process addressed not only an operational need but also a strategic opportunity: to leverage technology to anticipate expirations, scale compliance checks, and strengthen proactive regulatory compliance—aligned with the business’s size and growth pace.
THE SOLUTION
Together with OXXO, we implemented an intelligent document processing system, based on artificial intelligence technologies and Microsoft Azure cloud services.
At its core, the system combines Azure AI Document Intelligence—which uses pretrained models to recognize layouts—with a GPT-4o-based AI agent capable of automatically validating key data from each document, such as license type, beneficiary, issuance dates, and issuing authority.
This validation relies on advanced OCR and entity recognition techniques, allowing for precise data extraction even from complex formats or images.
The results are integrated directly into OXXO’s internal systems, particularly the Regulatory Compliance System (SCR), ensuring complete traceability within the company’s operational workflow.
The solution was designed on a scalable and secure architecture, capable of adapting to demand peaks, complying with the highest cybersecurity standards, and quickly responding to regulatory or business changes.
